I just hooked up my router hotspot in a BOX and there is significant decreases in speed tests in comparison to another router I am using as a control. I am getting faster upload speeds than my downloads. .5mb vs 12mb download speeds on other hotspot in a box vs. control. Are the pre-configured routers set with a throttle or is there a setting I may adjust to bring high speed service to the router provided?

There are no bandwidth restzrictions configured on any of the hotspot in a box routers.  Try connecting to the router via a regular cable based connection, and then measure the bandwidth. If you get different results, then the problem is due to WiFI. Possible due to interference, try using a different wireless channel.
