Well, i suggest to use the HotspotWRT firmware on WRT54GL.
After you set up the hotspot correctly, clients should get 192.168.182.xxx ip addresses.

I don't access to hotspot i return always on the splash page.
I explane:
I open internet explorer, i seen the splash page, i accept the condition and click login.
The Browser goes to address 192.168.182.1.....
Waiting a few seconds, and i return on the splash page and on the splash page there is a write "login fail"

It can be because of a firewall is blocking the call from the computer or from the network.
This can also happen if you set up the same locations first with dd-wrt, then go online with a device, then you set up a router with hotspotWRT, the same device will not be able to log in because the access was given out on a router with ddwrt which gives a different access than hotspotWRT.
If you can tell me the mac address of problematic devices, i can look it up for you in the system.

Ok please try now. Other devices which have already registered before you started to use dd-wrt, won't be able to log in until their access expires.
