I have registered for Hotspot Free Basic and successfully setup a DD-WRT router and obtained a valid IP address. I need to know how to create FREE vouchers to be able to use the system.

You cannot use vouchers with the FREE BASIC plan. That plan is for giving out free accesses for anyone who accept Terms and Conditions with click-through authentication. You need to use Hotspot FREE Vouchers plan in case you would like to use vouchers.

Please open a new help desk ticket if you want to switch your location.

This can be a DNS issue. You can try to set your ISP's DNS or 8.8.8.8 which is Google's Public DNS into the router, if you are using DD-WRT, then fill out Local DNS under Setup > Basic Setup.
