- When users try to login to the hotspot they dont get the "start page" ?
- It worked before and just stopped working?
- I am using a Mikrotik router - are there some new/recent changes that i need to do?

please send more information. What do you mean by 'don't get the start page'? What page they get? What IP addresses do they get from the router?
There were no changes on our side.

Forgot to add to that question: is there a new updated how-to on how to use mikrotik routers?

There is no update to the Mikrotik setup guide. There is no change to the setup procedure.
What is the ip address set to under IP > HotSpot? When a user connects does he get an ip address in this range?
What is the page that the user sees? Can you copy the url please?

Another thing you could check is the internet connectivity. If there's any form of hiccup or d/c on your unit it would cause the chilli service to stop running. or if it's on boot it wont complete booting.
The class A address you listed is something that would be supplied by the isp NOC up here meaning you have to register the connection. I doubt your with telus though.
I did a search for the IP range and that must be a local address as there is no shown info for any isp having that bock of ip's. It's really starting to look more as if there is an issue with the internet connection itself.

Private non Internet-accessible addresses can be taken from the cidr blocks of 10.0.0.0/8, 172.16.0.0/12 and 192.168.0.0/16. Link local auto configured addresses (not dhcp assigned) are in the network 169.254.0.0/16.
With this information we can surmise that the ip address is behind the router (not the Internet side) and therefore assigned by the hotspot service or the router's own dhcp server. The statement of the 10.33.4.1/24address does not indicate internet connectivity problems at all. To verify that assumption we would need to know what the router is using as it's external address (if any). We also need to verify that hotspot clients are indeed being assigned addresses from the aforementioned network range to diagnose if there is a problem with the hotspot service. (mikrotik routers use their own hotspot implementation instead of chillispot)
