Pass Mac Address To Wan Port

System setup:

3 Buildings Each Building has: 1 Secured wireless Access point/4 port switch (192.168.1.x) DHCP provided by Server 2008r2 , 1 open Wireless Router (Statict IP 192.168.1.6x) provides DHCP (10.0.0.x) WAN is connercted to Lan port on Access Point. WAN IP: 192.168.1.6x, Subnet: 255.255.255.0 Gateway: 192.168.1.59. The 192.168.1.59 is a Router connected to a Cable modem. The 2008 Server assigns DHCP as follows: IP 192.168.1.100-250 Subnet 255.255.255.0 Gateway 192.168.1.16. The 192.168.1.16 is a Router connected to a DSL Modem.

This is done so I can provide Open and Secure access to the same area over the same physical network (same CAT6 cable). My problem is the Open routers do no pass the MAC to the gateway so the Hotspot only sees the MAC of the Open Routers. The locations are too far apart to use ant type of range extender, is there any way around this?
